Parking Charge Notice (APECS)

A Parking Charge Notice (PCN) may be issued to a vehicle that has breached the terms and conditions of the car park, for example:- not exited the site within the allocated period, failed to display a valid permit, misuse of a disabled or parent/child bay. If the PCN is not paid within a specified time the DVLA provides us with the registered keeper’s details, allowing us to pursue the outstanding charge. Due to recent changes in the Freedom of Protection Act (2012 England and Wales) registered keepers can be made liable for parking charge notices and associated costs through civil action.

ECP Patrol Officers use hand-held terminals to input or scan vehicle registration numbers and also take photographic images to support the issued PCN. The PCN system (APECS) acts a deterrent and ensures drivers adhere to the terms and conditons of the car park.
